What's on this agenda

The Holly Springs Town Council's April 21 meeting mixes routine business with two land-use decisions. A run of consent items covers monthly budget amendments, a wireless antenna lease on the Lee Street water tower, a grant to resurface tennis courts, a wastewater treatment chemical contract, an audit services contract, and an update to the Downtown Investment Grant policy. The council then opens two public hearings on voluntary annexations: one for the Village at Harris Lake development (formerly known as Ragan) on Avent Ferry Road, and one for a property on Innovate Avenue.

New business includes changes to the e-bike safety ordinance, a design-build contract for new basketball courts and dugouts at Womble Park funded by the 2023 parks bond, the town's 2026-2027 strategic plan, and next year's round of nonprofit grants. Several proclamations recognize heritage months, health-awareness observances, and recent town awards, and the meeting closes with a closed session.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The council adopted both annexation ordinances unanimously. The larger annexes 56.91 acres at 3313 Avent Ferry Road for the Village at Harris Lake development (formerly Ragan); the site sits in the town's extraterritorial jurisdiction and is not contiguous with Holly Springs, but staff said it meets the statutory tests, and its rezoning and development plan are already approved. Five residents spoke at the hearing, most objecting, including a landowner who argued the annexation would take his right-of-way without compensation and called it a forced annexation; the town attorney said his own property is not part of the annexation area. The second annexation takes in 9.772 acres of right-of-way on Innovate Avenue that NCDOT transferred to the town on March 3. Nobody spoke against it.

The council also adopted the e-bike ordinance changes the police chief brought, covering personal conveyance vehicles, e-bikes, mopeds and motorcycles on town roads and paths, after a rise in complaints about unsafe riding. It approved a $319,625 design contract with Muter Construction for two regulation-size basketball courts and new dugouts at Womble Park, funded by the 2023 parks bond, and adopted the 2026-2027 strategic plan. On nonprofit grants, the mayor said 29 applicants sought more than $57,000 combined against $20,000 available; the council awarded grants to 25 organizations and directed staff to review the application process. Every vote on the night's business was unanimous, and the council closed with a session on two economic incentives and a real estate matter.

How the votes went

Every recorded vote was unanimous: the agenda adjustment, the full consent agenda (budget amendments, the antenna lease, the tennis court grant, the Brenntag contract, the audit contract, the Downtown Investment Grant update), both annexation ordinances, the e-bike ordinance, both Womble Park motions, the strategic plan, both nonprofit grant motions, and the motions to enter and leave closed session.

From the published minutes.

Who spoke

9 members of the public spoke.

  1. A resident of the town's extraterritorial jurisdiction said nearby development, including a project she called Overbrook Ridge, threatens the rural character she moved to the area for and is removing old trees.
  2. A resident asked the council to improve crosswalk safety near schools, citing a recent incident in which a child was hit, and said a petition on the issue has drawn about 150 signatures.
  3. A resident proposed a $45,000 town-funded climate resiliency assessment and advisory board, saying the town lost 10% of its tree canopy between 2010 and 2020.
  4. A resident, presenting alongside the prior speaker, said the proposed climate resiliency plan would protect property values and help the town qualify for federal grants.
  5. A resident of the town's extraterritorial jurisdiction said the town has ignored residents' rights on development generally, and told the Avent Ferry Road annexation hearing that the underlying rezoning lacked evidentiary support and should be void.
  6. A resident said the town's consent agenda hides financial decisions from scrutiny, and told the Avent Ferry Road hearing that the annexation serves a private development with no articulated public purpose.
  7. A representative for the applicant said the Avent Ferry Road property meets the statutory requirements for annexation, that its rezoning and development are already approved, and that construction drawings are underway.
  8. A resident said the town and the developer do not own a right-of-way strip on his property, called the annexation a forced annexation without the voter approval he said state law requires, and said he would raise the matter with the state Attorney General.
  9. A resident whose farm adjoins the property said the development's lighting would interfere with a federal bat conservation contract on his land and asked the council to slow further housing approvals nearby.

The general comment period drew six speakers on development pressure in south Holly Springs, crosswalk safety near schools, and a proposed town-funded climate resiliency plan and advisory board. Three more residents spoke against the Avent Ferry Road annexation at its own hearing, along with the applicant's representative; nobody spoke against the Innovate Avenue annexation.
