Pittsboro's Parks and Recreation Advisory Board met in special session on 20 May with three land decisions, two of them Chatham Park's. Staff asked the board to pick between two concepts for the Town Lake Park master plan, recommending the second as the one that best connects the park to the rest of the town.

The other two were parkland the developer proposes to dedicate: a Village Park soccer complex site in Section 6.3, which staff said meets the town's parkland requirement, and a relocation of the parkland identified as E2 in South Village sections 2.2 and 2.3.

The board went against staff on both of the first two items. On the Town Lake master plan, staff recommended Option 2 and the board voted 6-0 to proceed with Option 1. On the Section 6.3 soccer complex, staff recommended accepting the site; a motion to approve it as dedicated parkland failed 2-4, with the two movers in favor and four members against.

What drew the objections was drainage. Board members raised the design, the depth of infill, stormwater and erosion control, who carries the liability for stormwater, and who pays to put right stormwater damage. A representative of Chatham Park and an engineer from WithersRavenel were at the table to answer questions. On the third item the board went further than the single option staff had asked about, recommending the E2 relocation to both Option 2 and Option 3, 6-0, on the same terms as the others: the land as it stands, left in its natural state without disturbance or improvement.

Town Lake Park master plan, Option 1: approved 6-0, against a staff recommendation for Option 2. Chatham Park Section 6.3 Village Park as dedicated parkland: failed 2-4. South Village E2 relocation to Options 2 and 3: approved 6-0. Agenda adoption and adjournment each passed unanimously.
