The committee recommended the proposed 2026-27 budget priorities and project list 6-0, adding streetscape construction to them. It recommended 6-0 that any 2025-26 work plan item not finished by 1 July roll into the 2026-27 budget.

Open discussion went further than the agenda suggested. A commissioner presented Pittsboro Promise, a possible attainable housing development. The committee then discussed amending the development ordinance to allow tattoo parlors. A motion to recommend that amendment with a 500-foot radius condition was made and seconded, and after further discussion the committee withdrew it 6-0 without voting on it.
