What's on this agenda

Fuquay-Varina's Board of Commissioners took up five land-use public hearings on August 18: two voluntary annexation petitions and three zoning map amendments, one of which (Sampson-Bladen Oil Company, Piney Grove Wilbon Road) pairs a rezoning with a land use plan amendment. A sixth rezoning, for 7151 Sunset Lake Road, appeared later on the agenda as a first reading rather than a hearing. The board also opened with a Fire Department helmet-retirement presentation honoring Battalion Chief William Johnston and Fire Captain Sam Golightly, and its administrative reports include a $20.1 million guaranteed-maximum-price amendment for Public Service Center Phase II with Edifice General Contractors.

One annexation petition -- for Collin Grimes, Jennifer Grimes, David and Dava Davis, and Rebecca Shelton Davis on Wade Nash Road (ANX-2023-13), left over from a previous meeting -- is marked on the agenda itself as an item to be tabled, rather than acted on. Because only the agenda was available for this meeting, not minutes, the outcomes of the hearings and the consent agenda are not recorded here.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Fuquay-Varina's Board of Commissioners approved two of five land-use hearings on August 18 and tabled the other three. It voted 5-0 to annex 5.24 acres on Piney Grove Wilbon Road for Callis Properties and to rezone the same land to General Commercial Conditional for a planned gas station. It also approved, 5-0, a Town Center Residential rezoning for a single lot on South West Street. A matching rezoning for two lots on Raleigh Street was tabled to September 22 after twelve residents spoke against it. Commissioners asked staff to study how nearby towns handle similar infill projects before it comes back. A 27.63-acre M/I Homes rezoning on Sunset Lake Road was also tabled to September 22, so the town's museum board can review the property's dairy and horse-barn history before a vote. A long-pending annexation on Wade Nash Road was continued again, to November 2, at the petitioner's request.

Commissioners approved a $20,145,809 guaranteed maximum price with Edifice General Contractors for the Public Service Center Phase II project, along with a matching project ordinance and budget amendment, all 5-0. On the consent agenda, they approved a $20,985 budget amendment from insurance proceeds for a police vehicle collision and a $3,100 parks scholarship donation from Bishop Photo. The board also adopted resolutions retiring the fire helmets of Battalion Chief William Johnston and Fire Captain Sam Golightly. It went into closed session under attorney-client privilege at 9:48 p.m. and returned more than two hours later with nothing to report before adjourning.

How the votes went

Every recorded vote on August 18 passed 5-0. Commissioners approved the Callis annexation and its companion commercial rezoning on Piney Grove Wilbon Road, the South West Street rezoning, the Public Service Center Phase II contract, the fire helmet resolutions, and all four consent items. They tabled the Raleigh Street rezoning and the M/I Homes Sunset Lake Road rezoning to September 22, and continued the Wade Nash Road annexation to November 2.

From the published minutes.
