Chapel Hill's town council takes up a modification to the conditional zoning for the Hillmont development at 146 Stancell Drive that would cut required affordable housing units from 43 to 20 in exchange for a $1.15 million contribution to the town's Affordable Housing Fund, along with a special use permit modification for a 195-foot telecommunications monopole at 1721 E. Franklin Street and a concept plan review for improvements to the UNC Faculty Club at 1 Alice Ingram Drive.

On consent, the council considers a franchise agreement with Public Service Company of North Carolina for natural gas service, FY2026 Percent for Art funding, and its 2026 meeting schedule. The council continued the legislative hearing on the 146 Stancell Drive rezoning modification to November 19 rather than deciding it, after the applicant, Adam Golden, said the change would help the Hillmont development secure financing. It unanimously adopted the special use permit modification for the 1721 E. Franklin Street monopole and the concept plan resolution for the UNC Faculty Club, and unanimously approved funding for the Glen Lennox stream restoration project and an amendment to its own Procedures Manual. The council reviewed applications for the vacancy left by Member Stegman's resignation but made no nominations, continuing that item to November 19 as well. It appointed Kimberly Andrews, John Biggs and Rachel Oommen to the Community Design Commission.

On consent, approved without discussion, the council adopted the human services funding reallocation, FY2026 Percent for Art funding, a natural gas franchise agreement with Public Service Company of North Carolina, a continued hearing date for 860 Weaver Dairy Road, its 2026 meeting schedule, four added special meetings on its fall calendar, and its October 8 and 22 minutes. It also held the first of two required public hearings on housing and community development needs for the Community Development Block Grant program. During public comment, Tim Crothers and Emily Baragwanath raised concerns about a proposed supermarket in the Glen Lennox development, and Craig Nishimoto, Marcus Neulander, Max Chen, Ellis Cundiff, Thomas Bart, Theodore Hess and Walter Nugent, of the Tiger Roots Green Collective, urged the town to enforce its Tree Protection Ordinance against damage near the Hillmont development; Town Manager Voorhees acknowledged the damage but said no technical violations had occurred under current permitting. Both matters were received and filed.
