What's on this agenda

Chapel Hill's Historic District Commission approved minutes and a batch of routine certificate-of-appropriateness decisions on consent, then took up two substantive items in new business. Property owner Brian Jensen won approval for changes to a non-contributing house at 260 Glandon Drive, including filling an interior pool, replacing a plexiglass roof with shingles, and adding skylights and clerestory windows. The commission found the changes not incongruous with the district's character.

The commission approved everything in front of it, unanimously and without objection from anyone.

The substantive item was a National Register of Historic Places nomination for Coker Hills, presented by Phill Lyons of Preservation Chapel Hill, who has been working with the neighborhood's homeowners association. Commissioners asked how the meeting had been noticed; staff said the State Historic Preservation Office prepared a legal advertisement and the town carried it in its electronic newsletter. Lyons said most property owners support the nomination and confirmed the proposed district boundary matches the existing neighborhood conservation district. Counsel Kevin Hornik made the point that matters most to residents: a national historic district imposes no additional oversight. One letter of public comment was shared. Vice Chair Brian Daniels moved that the nomination meets the criteria and recommended listing, and was authorized to sign the statement.

The commission also found an application at 260 Glandon Drive not incongruous with the district. Owner Brian Jensen, sworn in, described the house as non-contributing and noted the design standards themselves record it as breaking with the district's style. The work fills an interior pool, replaces a plexiglass roof with shingles matching the existing one, adds skylights, clerestory windows and a stainless steel flue, and replaces lattice on the west elevation with matching siding. He said the changes will not be visible from Glandon Drive, though some may be visible from Ridge Lane. No commissioner had questions and nobody spoke.

Written decisions for 132 S. Columbia Street and 304 N. Boundary Street were approved on consent, along with the December minutes. Counsel walked the commission through an updated guide for evidentiary hearings and motion scripts. The agenda was amended at the start so the commission could discuss how its proclamation of May as Historic Preservation Month had been received; Vice Chair Daniels raised it for Commissioner Nancy McCormick, and the commission agreed to carry the question of raising preservation awareness to a future meeting.

Chair Don Tise was excused. The next meeting was set for 10 February 2026.

How the votes went

Six votes, every one unanimous with five members voting and Chair Don Tise excused. The agenda was amended and approved on a motion by Commissioner Nancy McCormick, seconded by Josh Gurlitz. The December 2025 minutes were approved on a motion by Gurlitz, seconded by Laura Moore. The written decisions for 132 S. Columbia Street and 304 N. Boundary Street were approved together on a motion by McCormick, seconded by Glenn Connolly. The application for 260 Glandon Drive was found not incongruous with the district on a motion by Moore, seconded by Gurlitz. The Coker Hills National Register nomination was found to meet the criteria and recommended for listing on a motion by Vice Chair Brian Daniels, seconded by Gurlitz.
