Hillsborough's Board of Commissioners kept its property tax rate at 51.3 cents per $100 valuation and adopted a $19,472,572 general fund budget for fiscal 2027, striking a proposed 2-cent increase before the vote. Commissioner Matt Hughes moved to amend the budget ordinance by removing the increase and covering the lost revenue with a $480,000 transfer from the general fund balance; that amendment passed 3-0. The board then adopted the budget ordinance as amended, along with ten related capital project ordinances, also 3-0. Members said a larger tax increase may be needed in fiscal 2028 if sales tax revenue falls short of projections. Three commissioners were present; Kathleen Ferguson and Evelyn Lloyd were absent.

The board adopted a resolution asking Orange County to appoint Eddie Sain to the town's Board of Adjustment as an extraterritorial jurisdiction member, 3-0, and approved the full consent agenda in one 3-0 vote, including the water and sewer extension contract for Collins Ridge Phase II, the Riverwalk encroachment agreement for 183 Faribault Lane, the sodium hypochlorite conversion capital project amendment, a classification and pay amendment adding two utilities crew leader positions, and the Tourism Development Authority and Tourism Board budgets. Nobody signed up for audience comments not related to the agenda.
