Commissioners adopted a bond order authorizing up to $8.5 million in water and sewer revenue bonds for the Adron Thompson Building renovation, after Finance Director Dave McCole said the Local Government Commission had approved the financing on March 3; the bonds were expected to close March 19. The seven-item consent agenda passed as a block, including a rezoning of 6.25 acres at 202 Holiday Park Road for Home Hillsborough LLC, dedication of three streets in the Elfin's Pond subdivision, a Lakeshore Drive traffic-calming plan, a joint letter to the NC Utilities Commission on Duke Energy's carbon and resource plans, and a marker honoring five Revolutionary War patriots buried at Old Town Cemetery. Four commissioners voted on every motion; Commissioner Evelyn Lloyd was absent.

During audience comments, Owen Maddux, president of the Hillsborough Exchange Club, thanked the board for a grant that funded a walking path at Exchange Club Park. Patrick Cummings, president of the Hillsborough Youth Athletic Association, raised concerns about homeless encampments and drug activity at Collins Field and Exchange Club Park. Two residents spoke in support of the Lakeshore Drive traffic-calming request, which the board later approved on consent. Chief of Police Jason Winn presented the department's 2025 annual report, showing reported crimes down from 936 to 773 and internal reviews down from 70 to 55. The board also previewed a July 4th "America 250" celebration and heard that the March 23 work session will include a 20th-anniversary update on the town's stormwater program. It closed with a session to consult the town attorney under attorney-client privilege.

How the votes went

Commissioners approved the meeting agenda 4-0. They approved the full seven-item consent agenda 4-0 in a single motion, and separately adopted the required rezoning consistency statement for 202 Holiday Park Road 4-0. The Thompson Building bond resolution passed 4-0. The board voted 4-0 to enter closed session and 4-0 to return to open session, then adjourned 4-0.
