The board rezoned three Oakdale Village parcels, about 6.9 acres at Old NC 86 and Oakdale Drive, from Entranceway Special Use to General Commercial. Owner Oakdale Hillsborough LLC and applicant Tony M. Whitaker had won a 6-0 Planning Board recommendation after a joint public hearing closed Nov. 20, 2025; the board approved the rezoning 4-0. Commissioners also appointed Kimberly Landaverde to the Planning Board, filling the seat Frank Casadonte must leave under the ordinance's two-term limit, and appointed Eno Brewing co-owner Spencer Welborn to the Tourism Board's pub and restaurant seat. Both appointments, and a consent agenda covering minutes, a Unified Development Ordinance text amendment, the 2026 meeting schedule and two road race permits, passed 4-0. Commissioner Evelyn Lloyd was absent for the entire meeting.

Planning and Economic Development Manager Shannan Campbell told the board four properties, 116 Torain Street, 533 West King Street, 112 Hill Street and 370 Cornelius Street, are headed for town-funded abatement after owners could not or would not clear code violations; about $20,000 is available this fiscal year. Budget amendments approved on consent included $220,000 in insurance proceeds tied to Tropical Storm Chantal damage and mid-year adjustments to water, sewer and stormwater service charges. Town Manager Eric Peterson previewed the Jan. 26 budget mini-retreat and said CASA would ask the board in February to help fund affordable housing at the Collins Ridge property. No members of the public spoke during the audience comment period.

Oakdale Village rezoning: 4-0 (Ferguson moved, Hughes seconded). Adjournment at 8:19 p.m.: 4-0 (Ferguson moved, Darab seconded). Commissioner Evelyn Lloyd was absent throughout; every vote was 4-0 among the members present, with no dissents.
