Assistant Town Manager Matt Efird told the board that extending water service to the proposed subdivision could cut water-flushing needs and add utility revenue, but would work against the town's plan to shrink its urban services boundary. The developer's representatives said the site's own well could serve the 49 homes, but they were exploring a town connection at Orange County's preference, noting nearby town lines could create a loop benefiting the system. Commissioners said extending water north would run counter to their vision for the town. Commissioner Kathleen Ferguson moved to deny the extension and keep the boundary-reduction plan; Commissioner Matt Hughes seconded, and the board voted 5-0.

The board appointed Magnolia Brown to the Parks and Recreation Board for a term ending Nov. 11, 2028, on a motion by Hughes, seconded by Commissioner Robb English, 5-0.
