The board removed a planned density discussion from the agenda, to be rescheduled for November, and approved its September minutes 6-0. Orange County Planning and Inspections Director Cy Stober gave a wide-ranging briefing on the interlocal agreements between the county and town, including the Water and Sewer Management Planning and Boundary Agreement and the Courtesy Review Agreement, which covers projects over 5 acres or 50 units. He described the county's wastewater treatment capacity as the limiting factor on growth despite an ample water supply, and outlined the county's comprehensive plan update, now delayed to a projected winter 2026-27 adoption. In updates, the Parks and Recreation Board reported increased flooding at Kings Highway Park, and staff previewed a November 20 annexation and rezoning hearing on Oakdale Drive.
