What's on this agenda

The town takes the first formal step toward a general obligation bond referendum, creates a public art advisory board, and returns to a planned unit development it had held over. Speakers get three minutes; written comment closes 24 hours before the meeting.

Summarized from the published agenda. Read the agenda itself before acting on it.

Meeting recap

What happened, drawn from the records published after the meeting.

The bond item is the one with the longest reach. Two resolutions direct publication of a notice of intention to apply to the state Local Government Commission for approval, make the required findings of fact, and appoint bond counsel - the opening moves of putting borrowing to the voters, with a tentative schedule attached. Everything after this depends on what the referendum says.

The council also creates a public art advisory board by ordinance, which is a small town deciding public art is worth a standing body rather than an occasional item.

Under old business the council returned to Faison Reserve, a rezoning carried over with an unusually full record behind it: a master plan, a planned unit development document, a transportation impact analysis, a wetland map, the questions and comments raised at the joint public hearing, and exhibits for a roundabout and bridge renderings. An ordinance number is attached, so it reached a decision here.

Two fee waivers were granted, one for a community foundation and one for a county social services run and walk to promote fostering, and a contract was awarded to build a centennial clock tower.
