What's on this agenda

Orange County's planning board spent March 4 on the Land Use Plan 2050, answering a request for information it had made in December. Staff sent the memo out two weeks ahead and asked members to come with questions.

The material was what the county commissioners saw at two half-day retreats in November: community septic, wastewater treatment and groundwater resources on the 14th, and conservation subdivisions on the 21st.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Staff explained why the plan matters procedurally as well as substantively. State law requires a county to keep a reasonably current land use plan in order to administer zoning at all, and staff have begun adding that note to every abstract as a reminder.

The plan was waiting on the commissioners. They had been taking informational presentations since September, and until they give the go-ahead nothing else can move: staff need a contract amendment with the consultant approved by the board, the consultant needs to make whatever changes the commissioners ask for in the preliminary draft, and only then can the third and final round of public engagement be scheduled and advertised. Staff had also updated the fact book, the data volume the consultant produced early on, with new American Community Survey figures and recent building activity. About 40 percent of the 2023 original was refreshed, and it went to the commissioners at a work session on March 10. Both retreats were held on Fridays during working hours, which staff acknowledged made attendance hard; notes taken by a consultant representative were put in the packet for members who could not be there.

How the votes went

Three sets of minutes approved unanimously: the February 4 regular meeting, the February 4 ordinance review committee summary, and the December 3 committee summary.

  3. 7 Land Use Plan 2050
Staff answered the board's December request for the material county commissioners saw at two November retreats. The subjects were community septic, wastewater treatment and groundwater resources, and conservation subdivisions, with a consultant's notes provided for members who missed either session. Staff outlined the steps still ahead: commissioner approval, a contract amendment with the consultant, draft plan revisions, then a final round of public engagement. They also said about 40 percent of the plan's fact book was updated with new census data and building activity for a March 10 commissioner session. Staff noted state law requires the county to keep a reasonably current land use plan…
