The board nominated Sarah Bohlin for the vacant core business seat, the one contested vote of the meeting at 9-1 on a motion by Dave Gephart. The commissioners take up advisory board appointments at their September 10 work session with final approval on September 15.

Strategic planning manager Kelly Guadalupe walked the board through the countywide strategic plan, adopted in February 2024 after a process that began in January 2023 and running through the 2028-29 fiscal year. She concentrated on the goal nearest this board's work, a diverse and vibrant economy, and on its performance measure: raising by one percentage point a year the share of small business and farm grant recipients still trading twelve months after the money arrives. She also set out the county manager's six budget priorities for 2026-27, which begin with holding down the tax rate increase and include supporting school current expense funding amid falling enrollment.

Economic development director Steve Brantley told the board the Visitors Bureau faces significant budget cuts for the new year and will have to scale services back, and that tourism funding will have to become a joint effort between the county and the towns. He said new buildings going up in the economic development district will give the county more to market, and that three sites have been nominated for Opportunity Zone status, one each from the county, Chapel Hill and Carrboro. Ivy Taylor reported that the Carolina North committee has met for the first time and wants the public to understand that the 700 acres of forest will not be developed, only the old airport.

Three votes. The agenda and the May 12 minutes both passed unanimously. Nominating Sarah Bohlin for the vacant core business seat passed 9-1 on a motion by Dave Gephart.
