The board adopted its agenda and prior minutes without objection. Utilities staff, including the assistant utilities director, walked members through questions on how they access and pay their utility bills today and what they would want from a redesigned billing portal, prompting a discussion of the current Digipay and Aquastar systems. The staff liaison reported 50 people attended the last dementia-friendly film event at The Cary, with the next one in November, and noted the board's October meeting is canceled so members can attend the Senior Center's anniversary luncheon. The council liaison flagged a District C information meeting September 9 and a September 28 deadline for feedback on the Open Space Plan.
