The board adopted its agenda, moving the Cybersecurity Month item up, and approved its August 4 minutes without objection. Two Teen Council representatives, Aditya Iyer and Shreya Nimbalkar, introduced themselves. Chief Information Security Officer Jared Thomas previewed Cybersecurity Awareness Month activities built around four habits (strong passwords, multi-factor authentication, phish reporting and device updates), including roadshows, lunch-and-learns, games and a phishing simulation, confirming to Council Liaison Lori Bush that the events are internal only; the board discussed sharing cybersecurity and scam-awareness tips with the public on social media.

Marketing and Creative Manager Kristy Buchanan led a discussion on redesigning the utility billing citizen experience, where members shared their own billing experiences and suggested comparing usage to national averages, adding language translation, a round-up payment program for citizens facing financial hardship, and putting the bill, its breakdown and usage projections on the app's first page. Assistant 311 Director Carolyn Roman and Samantha Campbell demonstrated the TXT311 texting service, and members suggested language updates, a WhatsApp option and encouraging citizens to save 311 as a phone contact. Council Liaison Bush reported an open comment period on the Open Space Plan through the end of the month, a Thursday work session on Cricket costs, several upcoming community events, and that Cary will keep its 2026 bus service free; staff said Cary will begin searching for a new IT director. The meeting was chair Nathan Cavicchi's last with the board; the next meeting is October 6. The board adjourned at 7:46 p.m.
