The board split 6-2 to recommend denial of a 3-acre rezoning at 8905 and 0 Castleberry Road, after a neighboring farm owner asked for larger buffers and traffic protections and members said the request did not fit the area's rural character or land use plan. It unanimously recommended approval of a 10.35-acre rezoning at 2728 Holland Road for 13 homes, after the applicant discussed an affordable-housing contribution and outlined talks with an adjoining property owner who declined to sell. It also unanimously recommended approval of a rezoning at 3100 Olive Chapel Road and part of 1911 Transit Trail that includes 3 acres set aside for a new Apex fire station.

On the ordinance amendments, the board approved four of five unanimously and voted unanimously to recommend denial of the one giving the Environmental Advisory Board authority to recommend denial of a rezoning on environmental conditions, citing concerns about timing and the process gaining influence beyond its advisory role. The board asked that its discussion be included in the staff report to the town council.
