A short meeting, everything unanimous, adjourned at 5:16 PM.
The rezoning took about 5.33 acres at Smith Road from rural residential to medium density residential conditional zoning, consistent with the 2045 land use map. Staff described a 50-foot buffer on the southern edge and lots becoming shallower north to south for alignment, with a transportation map amendment possibly needed later at the subdivision plan stage.
The first set of ordinance amendments concerned temporary turnarounds at the end of stub streets - the short-lived cul-de-sacs that sit at a street's end until the next development extends it. A member noted the item came out of a resident's comment at the December meeting, which is worth recording: a member of the public raised a practical problem and the ordinance changed. The second set covered several things, including artificial turf on non-residential sites, brought into line with state statute and the town's built-upon area rules, and clearer approval standards for exempt site plans. Staff noted the two sets go to the town council on 13 and 27 January respectively.
