The board turned one rezoning down and approved the rest, including the biggest case it has seen this year.
The denial was about three acres at 8905 Castleberry Road, asking to move from a Wake County residential district to low density residential conditional zoning. It was inconsistent with the 2045 land use plan. Board members put their objection simply: that much pavement for three houses did not fit. The vote to deny was unanimous, and the board recorded a finding that while the proposal meets standard development requirements, concerns about the location remain.
The largest item was Veridea, about 1,097.15 acres consolidated out of four existing sustainable development approvals plus rural residential, light industrial and a planned unit development into a single sustainable development conditional zoning, with transportation plan amendments to the thoroughfare, collector, bicycle, pedestrian and transit maps alongside it. One member was recused for that block of items. All three passed unanimously with the remaining seven.
Two small rezonings were approved. One took 4.80 acres at 2224 New Hill Olive Chapel Road into low density residential conditional zoning, which a member described as straightforward: a resident's well has run dry and they need to connect to town water to keep living in the house. The other took about half an acre at 3521 Old US 1 from a 2011 neighbourhood business zoning to planned commercial for an auto dealership. Nobody spoke on either.

Eight votes, all unanimous with two members absent. Seven approvals at 8-0 or 7-0 depending on a recusal, and one denial at 8-0.
