The substantial item was Veridea Expansion IV: about 130.74 acres moving from a 2007 planned unit development, rural residential and light industrial into sustainable development conditional zoning. One member was recused for it by vote and brought back afterwards, and it passed unanimously with the remaining seven.
The discussion that followed was about who gets told. A resident said properties near large rezonings fall outside the notification zone, and connected it to a letter from the county school system and to school assignment boundaries being redrawn. The chair said applicants abide by the notification rules as written, which leaves some neighbours out, and a board member said the redrafting has happened repeatedly in Apex because of how fast the town is growing.
The board also approved transportation plan amendments for the Hopson Gateway planned unit development, a rezoning case running alongside it covering about 58.54 acres from one applicant and 39.62 from the town itself along Perry Road, and the 2026 meeting calendar. That calendar puts the board on the second Monday of each month, with January carrying two dates: the regular meeting on the 12th and a joint work session with the town council on Thursday 22 January, which staff believed was the first of its kind. Development ordinance amendments were continued to December after feedback that staff needed more time to address.
Staff reported that improved transit service between downtown Cary and downtown Apex began on 1 November, and that the Peak Plan 2055 survey is open.

Seven unanimous votes, at 8-0 or 7-0 depending on absence and recusal: the October minutes, the Hopson Gateway transportation plan amendments, the accompanying rezoning, a recusal and its reversal, the Veridea Expansion IV rezoning, and the 2026 meeting calendar.
