Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The one contested vote was a small rezoning that the chair could not support.

The request took about 6.40 acres at 1211 Old Raleigh Road from residential agricultural to medium density residential, consistent with the 2045 land use map. The board recommended approval with an extra condition capping it at three residential lots, which the applicant said is all the site will physically hold given its wetlands, riparian buffers and streams. The chair voted no. Her concern was the dam on the property and the ponds that have been dry for a decade, and the flooding risk if the site is developed on that footing; she also pressed that a speed limit question raised at the neighbourhood meeting had come to the board unanswered, saying she expects a developer to arrive with those answers. Board members noted Old Raleigh Road is state-controlled, and that being a major thoroughfare is no reason to leave speeding out of the conversation. Another member asked that when an item draws a significant number of concerned residents, that be identified whatever the vote turns out to be.

The board recommended the tunnel option for the grade-separated bicycle and pedestrian crossing of Tingen Road and directed it into functional design. It also recommended transportation plan amendments tied to the Apex Mobility Hub, and a set of development ordinance amendments; on the latter, staff explained that a cul-de-sac is judged not just locally but for what it does to transport and mobility around it, since without cross-access it limits connectivity. The board thanked its chair for her service.

How the votes went

Five votes. Four unanimous at 10-0: the July minutes, the transportation plan amendments, the Tingen Road tunnel alternative, and the development ordinance amendments. The Old Raleigh Road rezoning passed 9-1 with the chair against.

Who spoke

1 member of the public spoke.

  1. The applicant's engineer said neighbours had asked for the existing tree canopy to be preserved and the density capped, and that the conditions offered do both: more resource conservation area than the code requires, density capped at three lots where six would be allowed, no development east or north of the riparian buffer, and no intention of draining the existing pond unless the dam proves unsa…

Agenda items (4)

Ordinance · 2Public hearing · 1Discussion item · 1
  1. PH1 Transportation Plan Amendments - Apex Mobility Hub
Amendments to the transit plan map and the bicycle and pedestrian system plan map associated with the Apex Mobility Hub. Nobody spoke.
    Recommended for approval unanimously, 10-0
  2. PH2 Rezoning Case #25CZ07 - 1211 Old Raleigh Road
About 6.40 acres from residential agricultural to medium density residential, consistent with the 2045 land use map. The board added a condition capping the site at three lots where six would be allowed. Wetlands, riparian buffers and streams limit the developable area, and the applicant offered more resource conservation area than required and no development east or north of the buffer. The chair dissented over the dam on the site, ponds dry for ten years, and flooding risk, and over a speed limit question from the neighbourhood meeting that reached the board unanswered.
Recommended for approval 9-1 with an added three-lot density cap; the chair dissented
  3. NB1 Tingen Road Bicycle and Pedestrian Crossing
Staff asked the board to recommend the tunnel option, Alternative 4, as the preferred grade-separated crossing of Tingen Road, noting the tunnel is the shorter length.
Recommended unanimously, 10-0, and directed into functional design
  4. NB2 Unified Development Ordinance Amendments
Staff explained that a proposed cul-de-sac is judged on its effect on transport and mobility in surrounding areas as well as locally, because without cross-access it limits connectivity.
    Recommended for approval unanimously, 10-0
