    Speaker: Erin Puckett , Planning and Development Services Executive Summary: The owners of property located at 2220 Jones Franklin Road have petitioned for annexation of the property so the existing dwelling on the site may connect to Town utilities due to poor well water quality. On Nov. 20, 2025, Council adopted a resolution to hold a public hearing on the annexation request on Dec. 11, 2025. Pursuant to statute, Town Council must hold a public hearing before taking action on the request. Associated Case: None Recommendation: That Council conduct a public hearing and take action on the requested annexation. A proposed annexation ordinance is attached.

    Speaker : Shelley Curran, Town Manager’s Office Executive Summary: Portions of t he Citizen ’ s Convenience Center are located within the North Carolina Railroad right-of-way. NCRR has notified Cary that they require full use of their corridor, which means Cary must remove convenience center operations from their right-of-way by December 31, 2026 . As a next step in determining the future of the convenience center, Cary is engaging a design firm to evaluate options and determine the best path forward.
