Morrisville's town council returns to the FY2024 budget for its second May work session, continuing discussion that began with a May 9 presentation and a May 11 session on operations and capital projects. The proposed $49.49 million operating budget, $48.2 million for the General Fund and $1.29 million for the Stormwater Fund, holds the property tax rate at 39 cents per $100 of valuation. Three cents of that rate stays dedicated to the public safety, parks and streets bonds voters approved in 2021.

The budget also plans a second bond issuance, $13.9 million, in FY2024. A proposed stormwater fee change would raise the equivalent residential unit charge from $40 to $50, and the plan draws $1,238,800 from fund balance for one-time costs. It does not include the one-cent tax increase Town Manager Martha Paige says an affordable housing program would need. The council also hears an update on the Transit Oriented Development and Zoning Plan from Planning Manager Chris Lawson and consultant Houseal Lavigne. Neither item is scheduled for a vote; the budget returns May 23 for a public hearing and possible adoption.
