Morrisville's town council takes up a single question at its winter retreat: whether to start charging residents directly for trash and recycling instead of folding the cost into the property tax rate. Solid waste service now costs the town about $1.6 million a year, equal to 2.3 cents on the tax rate, covering weekly trash and recycling for 6,650 curbside households and 440 townhome and condo units served by dumpsters.

Staff lay out two ways to bill a new fee: through Wake County's annual property tax bill, which would run $221 a year at current cost, or through a third-party vendor at $234. This Friday evening session is the first of three. The council's own record, in the minutes it approved on 27 February, describes a winter retreat held in New Bern from 19 to 21 January.

Staff recommend timing any fee to the June 30, 2025 renewal of the town's waste-hauling contract and ask the council for direction on timing and on how to reinvest the tax capacity a fee would free up.
