The council holds the first of three FY2024 budget work sessions on the manager's proposed $49.49 million operating budget, $48.2 million of it General Fund and $1.29 million stormwater. The proposed tax rate holds at 39 cents per $100 of valuation, the same as FY2023; 3 cents of that pay debt on the November 2021 voter-approved bonds, and a second bond issuance of $13.9 million is planned for FY2024. The stormwater fee would rise $10, to $50 per equivalent residential unit.

Staff also propose fee changes in development services, parks and recreation, public safety and administrative services, including higher fire inspection and permit fees and lower parks program fees, many unchanged since the pandemic. Four new positions are requested. This May 11 session covers operations and the capital investment program; discussion continues May 18, with a public hearing and possible adoption May 23.
