What's on this agenda
Orange County commissioners went through the manager's recommended 2025-35 capital investment plan on 22 April 2025, project by project. The plan assumes 2 percent annual property tax growth and 4 percent sales tax growth and relies substantially on debt. Approving it commits the county to first-year funding only; the other nine years are planning.
School projects were held for the 15 May work session, after the November 2024 bond changed how they are funded and organised.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
Much of the evening was commissioners asking what could be pushed out. Scheduled full electrical replacements at West Campus and the Passmore Center drew the longest exchange: staff said the work is recommended maintenance for commercial buildings, not the result of a safety audit, and one commissioner called it a private industry standard written by the people who sell the equipment. The chair said moving it two years could save $2 to $3 million and ease debt service, and asked whether the county could add electrical inspections to the roughly $55,000 a year it already spends inspecting roofs. Another commissioner pushed back on delaying necessary work, saying he did not want to carry on assuming everything is fine. West Campus was built in 2009, and staff said the equipment's life is 20 to 30 years.
Moving the sheriff's office to the Link Building would create warm evidence storage and cut the planned evidence building to about $2.4 million, with a smaller building still needed for cold storage. Staff will settle that with the sheriff and return with a budget amendment.
On parks, the chair called $5.4 million for three soccer fields high and asked whether occupancy tax could pay for some of it; the manager said it could. Staff said $693,000 for the last section of the Mountains-to-Sea Trail sits in year three or four and that existing trail funds will go on trailheads, park trails and an expensive highway crossing. On the recreation facility, staff said $7.5 million of repairs would still be needed if nothing new were built, and that the current gym runs all day for preschool, afterschool and classes before evening basketball, volleyball and rentals. One commissioner said she was not ready even for a work session on one project and might recommend taking it out of the plan.
Staff noted that $23 million of the plan is pay-go because not every capital cost can be borrowed against.
How the votes went
One unanimous vote, to adjourn. This was a work session and no capital decisions were made.
