Hutchins gave the board the same budget presentation she had given the town council at its retreat, covering the town's early-stage fiscal year 2027 budget process, then led members through a quadratic-voting exercise on funding priorities. In the order the vote produced, members ranked new capital investment first, followed by community safety, affordability, service excellence, maintaining service levels, maintaining facilities, fiscal responsibility, environmental stewardship, high-performing staff and operational efficiency. Members said they voted for new capital investment with a new senior center in mind, since they already felt other areas such as staffing were covered. Hutchins announced a budget open house at the Cary Senior Center on April 7, from 3 to 7 p.m., and described other ways residents can weigh in on the budget, including speaking at a council meeting or emailing or calling 311. Barrett listed the board's engagement opportunities for March; the minutes do not detail what she covered. Council liaison Carissa Kohn-Johnson said she wants to understand what residents are willing to pay for, and left partway through the meeting for another commitment.
