The ten-year plan to end homelessness has not been updated since 2020. The systems gaps analysis, meant to be updated annually, has a 2023 draft that appears never to have been finalised; the last finished version is from 2021. Staff attributed the gap to losing key staff and changes of leadership over the past year, and said both documents would be updated by January 2026.
Staff agreed to stakeholders' request for monthly data: how many people contacted the housing helpline, how many completed coordinated entry intakes, how many left homelessness, how many engaged with street outreach and harm reduction, and how many were sheltered at the Inter-Faith Council or on cold weather cots. Reporting starts at the partnership's April leadership meeting and runs monthly thereafter.
Staff are also reviewing the governance charter and the municipal memorandum against the actual composition of the leadership team and executive committee, the latter of which has not met in over a year. They want broader participation on the leadership team, particularly from people with lived experience of homelessness and residents of the northern part of the county.
The boards reporting were the parks council, historic preservation, agricultural preservation, the commission for the environment, the transportation board, animal services, human relations, affordable housing, the housing authority and social services. The parks council noted it will not take part in outside agency funding review in 2025 and that its members were thankful for that.
