What's on this agenda

Orange County's Board of Equalization and Review heard eleven appeals on 24 June 2025: one registered motor vehicle, seven contesting real property values, two asking that present-use value be reinstated on parcels removed from the program, and one asking the board to accept a present-use value application filed after the deadline. Five appellants appeared. The board also discussed how the county's evidence reaches appellants before a hearing, and its handling of registered motor vehicle appeals.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board adopted the county's own revised figure in every property appeal it heard. On the seven real property cases, the tax office had already recommended reductions before the hearings, and the board accepted each one: $102,700 to $32,100 and $79,900 to $20,000 on two parcels held by Griffith Capital LLC, where a recorded plat left land destined for a homeowners association; $126,100 to $97,000, $92,200 and $116,400 on three condominium units, one of them owned by Hillmont Hippo LLC; $830,000 to $781,000 on a house with foundation and water line problems; and $600,600 to $532,000 on a property where a site visit found the record card wrong about a fireplace, the roof and the heating system. In no case did the board adopt an owner's own figure. On the last of those the owner's opinion was $400,000 and the board landed on the county's $532,000.

The one exception was the motor vehicle appeal, the only case where the county recommended no change. The owner asked for a value averaged from Kelly Blue Book private party and JD Power trade-in figures, $8,429 and $10,825; the county held to $13,824, noting those are private party and trade-in rather than retail values. The board set the value at $12,000.

Both present-use value appeals succeeded. Two parcels held by Chapel Hill Equestrian Center LLC were returned to the program, and the board accepted a present-use value application for agriculture that had been filed on 6 May 2025, after the deadline. A member moved that a printed copy of the county's evidence be made available to appellants at their hearings; the motion was seconded and drew no objection.

How the votes went

Eleven appeals decided, every one unanimously on a three-member board. Ten adopted the county's position; on the motor vehicle appeal the board set $12,000 against a county opinion of $13,824.
