Eleven matters in 83 minutes, and eight of them were farmers who did not know a tax break existed until somebody told them.

Those eight were late applications for Present Use Value, the programme that assesses farm, horticultural and forest land on what it produces rather than what it would sell for. Applications close on 31 January. State law lets this board accept a late one if the owner shows good cause, and the board accepted all eight. The reasons were consistent: one horticulture farmer wrote that he had no knowledge of the programme until a neighbour who had watched him farm year after year told him about it, and had then been delayed getting the paperwork together; two applications came from an owner who found out through the farmer leasing her land; another was waiting on 2024 tax returns to assemble three years of income proof. In each case the county had told the applicant about the 31 January deadline during a phone call on the day they filed, and in each case a review found the land would qualify.

Three valuation appeals were heard. One assessment of $351,700 was left unchanged against an owner's opinion of $296,000; the county had inspected the interior in May, and the board's chair voted against the motion, the only recorded dissent of the afternoon. A property in Mebane assessed at $255,600 came down to $243,000 — the county had already revised to $247,800 after a physical inspection, changing the deck to an open porch, the foundation under an addition from masonry to slab and the effective age from 1996 to 1991, and the board went further by reclassifying the attached addition to an enclosed porch. A condominium unit assessed at $198,500 came to $195,400: the owner said the record card wrongly showed a fireplace and 1,200 square feet instead of 1,080, and the county agreed on the fireplace but held that the 1,200 figure is exterior measurement while the owner's number looked like interior.

The chair recused himself from one hearing for a personal relationship with the family. Four letters from property owners about tax rates and assessment were taken as information only, since this board has no authority over rates.

How the votes went

Eleven decisions. Ten unanimous, one carried over the chair's objection: he voted against leaving a $351,700 assessment unchanged. He recused himself from a twelfth matter.
