Consent agendaSpeaker : Jamie Revels, Utilities Executive Summary: Cary is renovating the Harrison Avenue water tank, applying new coatings to the interior and exterior. Wireless carriers with equipment co-located on the tank were required to remove their equipment for this work. All three carriers, AT&T, T-Mobile, and Verizon, have elected to install upgraded equipment on the Harrison tank once Cary’s renovation work is complete and they are permitted to return equipment to the tank. The upgraded equipment requires structural modifications to the catwalk on the Harrison t ank. Consent agendaSpeaker : Rob Wilson, Development Services Executive Summary: Ashworth Family Limited Partnership is requesting the closure of a portion of the right-of-way, or ROW, associated with West Chatham Street (SR 5808). This section of West Chatham Street is recessed from the actual street and no longer needed for public use. The closure, if approved, will benefit the public interest by eliminating the underlying ROW that is no longer in use, allowing the adjacent developer of the Ashworth Village site to incorporate streetscape improvements along its site frontage on West Chatham Street, achieve a more aesthetically favorable and functional layout, and create a more logical and intuitive right-of…

This portion of ROW was not used to construct Jones Franklin Road. ResolutionSpeaker : Virgini a Johnson, Town Clerk Executive Summary : Due to increasing operational demands within the Town Clerk’s Office, staff recommends converting one of the department’s currently funded temporary part-time positions into a full-time Assistant Clerk position. This conversion restores the Clerk’s Office staffing level to four full-time equivalent (FTE) positions, consistent with the staffing model in place prior to 2017, and will help ensure the office can continue to effectively support Town Council, boards and commissions, and the public. OtherSpeaker : Virginia Johnson, Town Clerk Executive Summary : To promote consistency, transparency, and clarity in the preparation and approval of meeting minutes, the Clerk’s Office has developed procedures that will be incorporated into Policy 143, Rules of Procedure for the Cary Town Council . The proposed procedures establish standardized processes and expectations for the creation, review, and approval of official meeting minutes. Recommendation : Staff recommends that Council approve the revisions to Policy 143, Rules of Procedure for the Cary Town Council , to incorporate the proposed meeting minutes procedures.

Discussion item Fire and EMSSchools and educationSpeaker : Cassie Schumacher-Georgopoulos, Transportation Executive Summary: To encourage context-appropriate vehicle speeds consistent with Cary’s commitment to Vision Zero, staff regularly review posted speed limits, often in response to resident inquiries. Based on a recent review of three residential corridors, amendments are hereby proposed to reduce the posted speed limit on Lochmere Drive, a two-lane median-divided thoroughfare, from 35 mph to 30 mph; on Cozy Oak Avenue, a collector street, from 35 mph to 25 mph; and on Green Hope School Road, west of Green Level Church Road , a collector street, from 35 mph to 25 mph.
