What's on this agenda
Chatham County's commissioners set up their property tax relief program on 21 January 2025, $200,000 paying up to $500 each to low-income homeowners, and awarded $150,000 from the housing trust fund to Rebuilding Together of the Triangle.
They also heard what Senate Bill 382 does to the Unified Development Ordinance the county had adopted two months earlier. The weather cut the meeting short before the appointments, which were made in special session on 30 January.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
All five commissioners attended and every vote carried 5-0. Nobody signed up to speak at either comment session.
The tax relief program pays a qualifying homeowner up to $500 directly, and could reach 400 households a year out of the $200,000 the board allocated the year before. In practice 84 applied by June, 76 were approved and $34,159 went out, and the board widened the income limit that month.
The housing trust fund award of $150,000 to Rebuilding Together of the Triangle came with a second round of the trust fund process and $10,000 for a strategic housing effort. The fund runs on property and sales tax revenue and makes low-interest loans and modest grants for new affordable housing and for keeping existing housing.
On Senate Bill 382, the assistant planning director told the board the legislature would return to the law in the long session, that the downzoning provision might not get much attention in the argument, and that the outcome could be a narrower but still restrictive definition, or repeal. The county was still waiting in September.
The quarterly American Rescue Plan update reported $2 million moved out of the state broadband match, which House Bill 10 preempted, and into air conditioning for six school gymnasiums that have none. The second quarter budget update showed development services revenue falling sharply as the Wolfspeed inspections finished, with property tax collections ahead of last year.
The board adjourned at 6:56 and moved the rest of the agenda, including the state and regional board appointments, to a special meeting.
How the votes went
Every vote carried 5-0: the consent agenda, the resolution honoring county employees who served in western North Carolina after Hurricane Helene, the housing trust fund recommendations, the tax relief program, and the Planning Board reappointments. The state and regional board appointments were tabled to a special meeting because of the weather.
