What's on this agenda

Chatham County's Planning Board heard one quasi-judicial case on 3 June 2025: a special use permit revision adding a fueling station to the Chatham Downs shopping center at 88 Chatham Downs Drive.

The board also received the first countywide Natural Heritage Program inventory in 32 years, and an update on the county's architectural survey.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The permit was recommended 10-0 with its existing conditions. The board then split the extras into separate motions: a recommendation of at least one EV charging station at the fuel station passed 6-4, with Frazier, Andrews, Mayer and Levy opposed, and a recommendation to use the Appearance Commission's native species list in the landscape plan passed 10-0. The applicant said EV chargers are decided market by market and are expensive, and staff warned that requiring one beyond the fuel station itself would probably be outside the commissioners' reach. The board settled on encouraging rather than requiring.

The Natural Heritage Program's inventory drew the longer discussion. It has no legal standing and cannot be used against a landowner, though it can inform land use rules. Over 200 contacted properties were never inspected, for want of time, money or access, and some landowners who got the letter feared losing development rights. The presenter said the program is careful about naming locations because it is trying to protect rare species. The planning director said the county will ask the commissioners for money in 2027 to keep the report current. One member noted the county funds farmland and recreation land but does no active conservation of natural areas.

How the votes went

The special use permit recommended 10-0. The EV charging station recommendation 6-4, with Frazier, Andrews, Mayer and Levy opposed. The native species landscaping recommendation 10-0. Agenda and the May minutes 10-0.
