Chatham County's Planning Board took two subdivisions on 12 November 2024. Deercrest at Seaforth is 24 lots on 110.48 acres off Seaforth Road. Hamlets Reserve is 39 lots on 110.28 acres off Hamlets Chapel Road. It also recommended the subdivision regulation text amendment on concept plans, and set its 2025 calendar.

Staff recommended protecting the Wayman AME Church cemetery from site work at Deercrest.

Deercrest at Seaforth was recommended 8-0 and the text amendment 8-0. Hamlets Reserve split the board, recommended 5-3 with Smith, Haddix and Colbert opposed. The 2025 calendar passed 8-0.

The October minutes took two votes, each 7-0, with a different member abstaining from each because she had missed that meeting.

The text amendment on concept plan reviews came from the commissioners. Staff's concern was that a concept plan submittal, which is the first step in a major subdivision and carries only a rough layout, was being used under the permit choice statute to create what amounts to a perpetual vested right in the old rules.
