Commissioners spent most of the April 13 work session on the schematic design for Phase 3 of the detention center at 3301 Hammond Road. Facilities staff said the 2040 master plan raises the addition's capacity from 448 to 600 beds by replacing planned dormitory space with cell housing, projected to cost $175-210 million with a 29-month build and an early-2030 opening. Sheriff's Office staff said the new bed need is driven partly by Iryna's Law, which is expected to increase mandatory evaluations and strain jail capacity. Commissioners agreed to keep the item on the April 20 consent agenda. In the parks and recreation master plan briefing, Vice-Chair Jackson asked how the planning survey accounted for different demographic groups; consultants said results were cross-tabulated by group with findings in an extended appendix.

On the employee benefits RFP, staff said the county received eight responses on medical, prescription and stop-loss coverage and five on dental, with finalist interviews running into mid-May and recommendations due to the board on June 15 and July 6. For the homelessness initiative, Continuum of Care staff said federal renewal funding announced March 31 covers three Wake County projects worth about $3.3 million, and an April 1 appeals court ruling requires HUD to renew the county's roughly $6.1 million in expiring awards rather than open a new funding competition. Commissioner Thomas asked what a proposed 10 percent cut to non-defense federal spending, including the elimination of the Community Development Block Grant program, would mean for the county; staff said the overall impact was not yet clear. No item on the agenda called for a vote, and none was taken.
