The organizational meeting after the election. A new mayor and two commissioners took the oath of office, Marilyn Gardner was re-elected mayor pro tem for a two-year term, and the mayor reported his committee appointments.

The board then set out how it would fill the seat left vacant, adopting an application process with a fixed six-week schedule running from advertising the vacancy in December to the new member taking office on February 2. Every vote was 4-0, taken a member short.

The vacancy procedure was the one real decision. The town manager laid out a schedule: advertise from December 2 to noon on December 19, review applications until January 4, choose a shortlist at the January 5 meeting, interview at a special meeting on January 12, select on January 20, and swear the new member in on February 2. He noted the timing was deliberate, because it lets the appointee attend the board retreat on February 5 to 7. A commissioner thanked management for taking that concern up; another asked whether the whole schedule would appear on the application form and was told it would be clear in the process but not printed on the form. The mayor said what he liked about it was that it signals transparency to anyone interested in applying. The board voted to proceed on that basis.

That schedule held. The board shortlisted in January, appointed Larry Smith on January 20, and he was seated in time for the retreat.

Two voluntary annexations passed, one of 2.762 acres on Lake Wheeler Road and one of 1.07 acres on Frankie Road. The board also established a four-way stop at Raleigh Street and S. Fuquay Avenue by ordinance, and recognized insurance proceeds for the police department. Nobody spoke at public comment and nothing was held over.

Every recorded vote passed unanimously, 4-0, with one commissioner seat vacant: the mayor pro tem election, the November 18 minutes, both annexation ordinances, the four-way stop ordinance, the budget amendment, and the motion to fill the vacancy by application.
