What's on this agenda

Two special use permit petitions on Hilltop Needmore Road were scheduled, though the agenda marks the second, from a communications tower company, to be tabled. That leaves one contested item and a set of by-law amendments for the board itself.

No minutes have been published for this meeting, so the agenda is the only record of what happened.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board let a family childcare home on Hilltop Needmore Road grow from eight children to ten, approving the permit 6-0 after voting separately on each of the four findings of fact. Lina Bernal told the board she has run a four-star-rated Spanish immersion program at the house for six and a half years, and that the state now allows licensed family childcare homes to take ten children where the requirements are met. She said no building work is needed, that the ratio stays at one teacher to ten, and that staggered drop-off and pick-up keeps traffic off the road. The license is held by her mother, Rosa E. Nino, who lives at the property.

The cell tower case next door at 4813 Hilltop Needmore Road went over to August at the petitioner's request, its lawyers wanting more documentation. The board opened the hearing, and the town attorney stopped the vice chair from closing it, saying it has to stay open until the next meeting. It was tabled 6-0.

The board also recommended amending its own by-laws to move its regular start time from 7 p.m. to 6 p.m., effective with the August meeting, which it had directed staff to prepare in June after looking at when peer boards meet. The meeting ended at 7:46 p.m.

How the votes went

Every vote was 6-0 with two members absent. The June 8 minutes, each of the four findings of fact on BOA-SUP-2026-04, the permit itself on a motion by Michelle Currin seconded by Thomas Gallo, the tabling of BOA-SUP-2026-05 on a motion by Chris Goins seconded by Currin, and the by-laws amendment on a motion by Currin seconded by Goins.
