What's on this agenda

The board approved a special use permit letting an in-home daycare on Ivey Grove Court expand, 6-0, with all four findings of fact carried unanimously. Nobody appeared to object, though the town had received a letter and an email opposing it, both given to members.

The meeting also swore in new members and elected a vice-chair for the year. Staff said no February applications had been filed, so the next scheduled meeting would be given over to annual training.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The petitioner holds a home occupation permit issued in August 2024 for up to five children and asked to move to a large in-home daycare of up to ten, counting her own children, on a quarter-acre lot in the Amber Ridge subdivision.

Parking took most of the discussion and the board talked itself into comfort. The chair noted the lot sits on a corner near a cul-de-sac, which gives parents room to turn around and manage drop-off. A member observed that with only four driveway spaces, a parent might already need the street under the current approval, so raising the number of children would not create a new problem. Another pointed out that any resident's visitor or delivery driver parks briefly on the street and that short-term parking is permitted. Hours run from 7 am at the earliest to 6 pm at the latest, which members took as answering any noise concern.

The fourth finding was the one a member insisted on discussing before any motion. She said she had a real concern about expanding a business use inside a tightly compacted residential neighbourhood, and questioned whether what she understood as a medium-sized business conforms to the town's plan of development. Others answered that daycare is an approved use in a residential district, that the use is already permitted at a smaller scale, and, from a member who has lived in several states, that home daycares are widely accepted rather than out of bounds. The homeowners association's support was what she cited when she then moved the finding herself.

All four findings and the permit passed 6-0. The board elected a vice-chair through December 2026 and adjourned at 7:43 pm.

How the votes went

The December minutes, all four findings of fact, the permit and adjournment each passed 6-0. The vice-chair election passed 5-0.
