What's on this agenda

Chatham County commissioners consider a resolution supporting a constitutional amendment that would deny corporations the legal rights of natural persons and allow regulation of campaign spending. The board also takes up revisions to the Vickers Village conditional district off US 15-501 North: an extended phasing schedule, a twenty-four month extension for the development's 183-lot first plat, and a fee-in-lieu agreement in place of building the project's required affordable housing units.

On consent, the board considers writing off $12,908.48 in Public Health Department debt, accepting $73,000 for a UNC-Chapel Hill heart health research partnership, and expanding the Climate Change Advisory Committee from nine to eleven members with two new appointments. Commissioners adopted the corporate-personhood resolution 4-1 on November 3, with Commissioner David Delaney dissenting after questioning the legal principles behind it. They split 4-1 again, Delaney once more opposed, on accepting a $526,000 fee-in-lieu payment from Vickers Bennett Group rather than requiring ten affordable homeownership units at Vickers Village. Delaney argued for holding the developer to the county's original 2021 commitment; Commissioner Franklin Gomez Flores said the fee-in-lieu money could do more for affordable housing elsewhere than the $1.7 million the on-site units would have cost the county.

The board unanimously approved a related phasing-schedule revision for Vickers Village, pushing its final commercial plat to December 2030, and unanimously approved a first-plat extension for the development's 183 lots. Planning staff told the board the published agenda had listed that extension as twelve months; the correct figure, reflected in the motion the board approved, is twenty-four months. All four consent items passed 5-0. Commissioners also heard that ICG has terminated its economic development incentive agreement with the county, citing a changed project timeline, and a written comment from Teresa Sorella Weedon urged the board to slow subdivision growth and protect tree cover.
