Commissioners voted 5-0 to relocate the meeting to the Emergency Operations Center after a power outage knocked out power at the Agriculture and Conference Center. They then worked through the capital plan project by project: a water infrastructure project delayed by bid and redesign issues tied to the transition to Tri-River Utilities, a Siler City senior center renovation now about $200,000 over its original scope, an on-schedule Goldston library expansion, and two district park dams, one needing full reconstruction and the other requiring state-monitored rehabilitation. They also heard about a detention center expansion contingent on updated state jail standards and Sheriff's Office facility planning, including a proposed northeast substation.

Staff also briefed the board on general obligation bonds as a possible financing tool for parks, conservation and affordable housing, including a draft schedule for a 2026 referendum, but commissioners asked for more comparisons with other counties before going further. They agreed a fuller conversation on affordable housing should get its own work session or retreat rather than compete for time on January's budget retreat agenda.
