This regular meeting opens with a large consent agenda (25 items) covering routine business: a Board of Health reappointment, a surplus-property sale, closing a defunct library foundation fund, an Agriculture and Conference Center Phase II project ordinance, FY2025-26 budget amendments, several small state and federal health grants, tax collection reports, a road-naming request, a wedding pyrotechnics permit, and contracts for software, an audit, a nutrition-services provider, and county health insurance. Chatham County's commissioners cleared a 25-item consent agenda in a single vote, covering a Board of Health reappointment, a surplus-property sale, the closing of a defunct library foundation fund, a project ordinance for Agriculture and Conference Center Phase II, several small state and federal health grants, routine tax reports, a road-naming petition, a wedding pyrotechnics permit and half a dozen contracts. None of it drew discussion.

Six residents spoke during public comment, split between two subjects. Emily Moose, Billie Shambley and Melissa Semenov opposed the Bramblewood subdivision up for a vote later that night and asked the board to hold off on new development until litigation over the county's Unified Development Ordinance is resolved. Jennifer Platt, Jan Burger and Logan Fredrick raised concerns about the county's license-plate-reader contract with Flock Safety, citing a data-disclosure clause and cases elsewhere of misidentified vehicles leading to wrongful stops. Gene Gatlin submitted a written comment arguing against modeling a future Chatham climate plan on Orange County's.

County Attorney Emily Meeker told the board that first-plat approval for a subdivision is an administrative decision governed by objective standards, and the board has no discretion to deny an application that meets them. On that basis, commissioners voted 5-0 to approve Bramblewood, a 60-lot subdivision on 123.74 acres off US Highway 64 West sought by Clay Matthews on behalf of Greenfield BW, LLC, over the opposition testimony. Applicant representative Nick Robinson told the board the developer had added a voluntary 50-foot buffer beyond the required floodplain and riparian setbacks.

The board also approved a one-time $1,423,576 reimbursement to Chatham County Schools for charter-school transfer shortfalls from three earlier fiscal years, 5-0, after Assistant County Manager Darrell Butts and Superintendent Anthony Jackson described how the district drew down its fund balance to cover the gap and cut non-teaching positions to rebuild reserves.

A resolution asking Governor Josh Stein to weigh a broader range of low-carbon energy sources produced the night's closest votes. Chair Amanda Robertson proposed stripping references to advanced nuclear technology; her amendment failed 2-3, with only Robertson and Commissioner Katie Kenlan in favor. Commissioners then adopted the resolution as the Climate Change Advisory Committee had originally drafted it, 3-2, with Robertson and Kenlan opposed. A parallel dispute played out over three open seats on that same advisory committee: Robertson's nominees, Clarenda Stanley and Holly Kearns, running alongside incumbent John Graybeal, lost 2-3 after commissioners said they preferred to follow the committee's own recommendation to reappoint its members. The board then appointed the committee's slate of incumbents, Graybeal, Keith McLaurin and Michael Petruska, 4-1 over Robertson's dissent. Both reconsiderations happened immediately, within their own agenda items, well before the closed session later that night.

Two items went to next month instead of a vote: an update on the Pittsboro Redevelopment Project and a $25,000 farmland-preservation funding request, both tabled to April 20. Commissioners closed the meeting with a closed session to consult an attorney under attorney-client privilege, unconnected to the votes above; no public action followed it.

How the votes went

The 25-item consent agenda passed as a block, 5-0. The board approved the Bramblewood subdivision plat 5-0, the $1,423,576 charter-school reimbursement 5-0, a joint comment letter to state utility regulators on Duke Energy's Carbon Plan 5-0, and a request for proposals for a county Climate Action Plan 5-0.

A resolution urging Governor Stein to consider a wider range of low-carbon energy sources failed once, 2-3 (Robertson and Kenlan in favor), on an amendment stripping nuclear-technology language. The board then adopted the resolution as the Climate Change Advisory Committee had drafted it, 3-2 (Gomez Flores, Delaney and Howard in favor).
