What local government did, 28 June – 4 July

A quiet week either side of the Fourth, and the substantial business was done by boards most people have never heard of. Orange County's Board of Equalization and Review sat from one o'clock to half past four on 30 June and decided eight appeals against 2026 property valuations, all 3-0. Appealing did not reliably help. Three valuations were left alone. Four came down, the largest from $61,500 to $21,000 on a land condition appeal, and one by $13,500 after the board added a 5% adjustment for an OWASA easement. The eighth went the other way: an owner who argued a $2.33 million property was worth $1.56 million left with a board-set value of $2.38 million, higher than the county's own figure. That is the risk in the process and it is rarely stated anywhere a homeowner would see it.

Orange County's Planning Board met twice the following night. At seven it took the draft county trails plan and the draft bicycle and pedestrian plan, both for comment rather than recommendation. At 8:17 it reconvened as its Ordinance Review Committee, which needs no quorum, and worked through the planning director's omnibus development ordinance amendments — frontage and setbacks, accessory dwelling unit square footage, home occupation permits, street trees and subdivision buffers. It got as far as RV standards before time ran out for the second month running, and the rest went to August.

Garner's council spent the 30th on planning it will not decide for months. A joint special meeting with the Planning Commission held the second policy committee session on the Garner Forward transportation plan; a work session that evening took an early look at the Verdant rezoning and continued a conversation with the town's economic development corporation about Garner Innovation Park, then closed for litigation advice and a possible land purchase.

The rest was thin. Chapel Hill's council received an information packet on the town's language access plan, with nothing to decide. Its Board of Adjustment carried one dimensional variance on Bolinwood Drive. Cary's Senior Advisory Board cancelled. Durham County's agenda for the 1st was never published, so what that meeting covered is not on the record anywhere this site can reach.
