What local government did, 21–27 June
Hillsborough held a public hearing on making its data center moratorium a full year. The town already had a 60-day pause; this extended it to twelve months under state law so it can study the use before writing rules for it. Chatham County listed its own data center moratorium among its achievements at a joint meeting the same night. Nothing in either town said so at the time, but this is the start of an argument that by the end of August had reached Cary, which adopted an 18-month moratorium, Holly Springs, which was three study sessions into its own, and Morrisville, which took a regional briefing. Five governments, none of them with an application in front of them.
It was the week the budget year closed. Garner adopted its fiscal 2027 operating and capital ordinances and its fee schedule in a special meeting on the 23rd, along with a year-end amendment reconciling 2026 to what actually happened. Cary adopted its own budget 7-0 on the 25th, with the three resolutions letting Wake, Chatham and Durham counties collect its property tax, and awarded a $49,387,755 construction bid for the GoCary bus operations and maintenance facility. Durham County's commissioners adopted a bond resolution for up to $185 million and a $5.2 million contract for a new enterprise system. A council member defending Cary's budget said the town was addressing problems that had gone unattended — three weeks before the State Auditor's report set out what some of them were.
Orange County lost Commissioner Jamezetta Bedford on the 21st, the Sunday this week opens on. The board did not meet again until 9 July, and much of what its other bodies did that week concerned the thing she had chaired arguments about: how the county values property. The Tax Assessment Work Group met on the 22nd to hear what the tax office had changed so far. The Board of Equalization and Review sat on the 24th and decided eight appeals against 2026 valuations, all 3-0, landing every one between the county's figure and the owner's. Nobody got the number they asked for.
Cary's council spent two nights on things it may regulate rather than things it decided. A work session on the 23rd reached consensus on banning smoking and vaping in town buildings, parks, greenways and vehicles, and agreed to an education-first approach on electric bikes with ordinance amendments in the fall. Two days later nine people used public comment to argue for exactly that smoking ordinance, among them two high school students and a health care worker. Its Planning and Zoning Board had already recommended narrowing travel lanes from 14 feet to free width for pedestrians and bikes.
Elsewhere: Chapel Hill's council continued its 17 June meeting to take one item, an update on the land use ordinance rewrite, and received it without further action. Pittsboro's downtown board bought a moth bench and a Peace Pole and rewrote its vision statement, both 8-0. Apex ran a 26-item consent agenda including an interim town attorney from 1 July. Wake Forest's commissioners took a dam improvement contract and interviewed candidates for a vacancy on their own board. Holly Springs' Planning Board moved two rezonings a step along, and Garner's Board of Adjustment cancelled for want of anything to hear.
