Council split 3-1 to approve the Seasons at Wilbon rezoning for a 222-unit development on Piney Grove Wilbon Road, with council member Forrest dissenting; every other recorded vote was unanimous. It adopted findings of fact and an amended development agreement for the 107-unit Courtyards at Holly Grove subdivision after a quasi-judicial hearing where the applicant's attorney and engineers testified the project met all five required criteria, while residents Fran Hudson and Jessica Perry argued it fell short on parkland dedication, tree preservation and crosswalk safety. Council separately approved that project's annexation. The Grigsby Avenue rezoning got its public hearing but no vote; it goes to the Planning Board and returns to Council in December.

Council adopted the comprehensive plan amendments to the community facilities, infrastructure and utilities, and natural resources sections, and approved this year's second round of UDO text amendments, both unanimously. It appointed Eric Dean to the Parks and Recreation Advisory Committee and passed its consent agenda, including a resolution to condemn property at 7617 Woods Creek Road for the Friendship waterline loop. Mayor Mayefskie presented the Carnegie Hero Medal to Eddie Hunnell for rescuing Leslie Worth from Hurricane Helene floodwaters, and Wake County briefed the council on efforts to reduce odor complaints at the South Wake Landfill.

How the votes went

Every recorded vote was unanimous except the Seasons at Wilbon rezoning (Ordinance RZ25-08), which passed 3-1: Hewetson, Deshazor and Drees voting aye, Forrest voting nay. MPT Berry was absent for the whole meeting.

  1. Chris Moak, 416 Springside Dr., opposed the Grigsby Avenue rezoning.
  2. Michael Thompson, 117 Occidental Dr., requested denial of the Grigsby Avenue rezoning.
  3. Fran Hudson, 5524 Rex Rd., argued the Courtyards at Holly Grove subdivision fell short on parkland dedication and tree preservation, and separately urged the council to stop granting conditional zoning routinely.
  4. Jessica Perry argued the crosswalk improvements promised for Courtyards at Holly Grove at rezoning had not materialized.
  5. Steve Macon, 2305 Avent Ferry Rd., raised a right-of-way dispute near Collins Grove Church.
  6. Allen Jones, 3128 Avent Ferry Rd. in New Hill, raised a right-of-way dispute over his farmland and asked the town to route a sewer line off his property.
