Holly Springs council members heard the FY2025 audit, which came back with no findings and a strong financial position, and closed public hearings on two rezonings without voting: Twin Springs (5801 and 0 Duncan Cook Road, 25-REZ-10) and Powell Place (7051 and 7121 Rouse Road, 25-REZ-02). Both go to the Planning Board on January 27 and are expected back before the council for a decision on February 17. Council members pressed both applicants on road capacity along Piney Grove Wilbon Road and asked Powell Place's team for stronger commitments on Rouse Road before the case returns.

The council approved every consent item by a single unanimous vote, including the Twin Springs annexation ordinance, a janitorial services contract capped at $232,000, and Tree Advisory Committee code changes. It also voted unanimously, in separate actions, to award a $153,164,000 construction contract and a $15,305,109 construction administration contract for the Utley Creek Water Reclamation Facility's Phase 2 expansion and to start the process for enterprise systems revenue bonds to pay for it, and to fund an engineering design contract for the west segment of the Holly Springs Road widening. Council members appointed Kathy Stamper and Van Crandall to the Planning Board and Ben Copeland and Carl Pautlitz to the Board of Adjustment, all unanimous.

  1. A resident of 5524 Rex Road told the council to uphold the Constitution and said town staff have too much influence on development proposals before the council ever sees them.
  2. A resident of 3632 Boscoe Road in New Hill said the Utley Creek Water Reclamation Facility expansion only treats water rather than creating it and argued Jordan Lake is already fully allocated.
  3. A resident of 6121 Powell Ridge Road, across from the proposed Powell Place site, said Rouse Road is already narrow and dangerous and doubted the proposed road improvements would fix it.

The council received written comments on noise in the 12 Oaks neighborhood, later business hours on holidays, and e-bikes near 12 Oaks (six comments), plus two in-person speakers during general public comment and a third during the Powell Place rezoning hearing.
