The town council voted 4-1 to let Wake County enforce its nondiscrimination ordinance inside Holly Springs, with Council member Hewetson opposed over liability concerns tied to a recent Orange County court ruling. Eight residents spoke during public comment, several urging the council to adopt the ordinance and others opposing it as government overreach; the clerk also read written comments, including ten on e-bike use. The council then approved the interlocal agreement authorizing that enforcement unanimously, and Mayor Kondratick signed the resolution in front of the audience.

Housing brought the night's other split vote: the council approved the Mira Ridge rezoning and development agreement 3-2, with Foster and Drees opposed, after the applicant cut the project's lot count and added buffers for the adjoining Lochridge subdivision. The Planning Board had recommended denial, 7-2. The council also approved a $650 million expansion agreement with Genentech, authorized up to $140 million in water and sewer revenue bonds for the Utley Creek plant upgrade, appointed Nora Leet to the Board of Adjustment, and tabled the Twin Springs annexation to March at the applicant's request. It held a public hearing on a proposed bank at Sunset Lake Road and Lassiter Road without voting; that case returns after Planning Board review.

How the votes went

Resolution 26-09 recognizing the county's nondiscrimination ordinance passed 4-1, with Hewetson opposed; the follow-up interlocal agreement passed unanimously. The Mira Ridge rezoning ordinance, RZ26-01, passed 3-2, with Foster and Drees opposed; the utility allocation and development agreement for the same project then each passed unanimously. The council tabled the Twin Springs annexation hearing to March 17 on a unanimous vote and took no vote on the Sunset Lake Road bank rezoning after its hearing. Every other recorded vote -- the consent agenda, the Genentech agreement, the bond order, the Board of Adjustment appointment, and entering and leaving closed session -- was unanimous.

  2. Laura Weygandt, executive director of Western Wake Tennis, asked the town to add six to eight new tennis courts, citing growing league participation.
  3. Donna Friend, of 112 Split Trunk Path, asked the council to pass the nondiscrimination ordinance.
  4. Wendy Lynn Puopolo, of 324 Silent Bend Drive, opposed the Mira Ridge rezoning, citing traffic on Avent Ferry Road and the Planning Board's vote against it.
  5. Karyn Mulligan, of 316 Holly Green Lane, asked the council not to pass the nondiscrimination ordinance, saying it would burden small businesses.
  6. Beth Richardson, of 224 Springside Drive, asked the council not to pass the nondiscrimination ordinance.
  7. Rosemary Sanozky-Dawes, of Fuquay-Varina, opposed the Mira Ridge rezoning, saying its density estimates were understated and the site borders active hunting land.
  8. Dawn Santoiani, of the Lochridge subdivision, supported the revised Mira Ridge plan, saying the developer had worked with neighbors on buffers and lot sizes.
