What was decided

  1. Continued 30Voluntary Annexation A25-08 Twin Springs - Legislative Public Hearing Continued to May 19, 2026

Another 8 items passed on the consent agenda, which is a single motion covering routine business. See the list.

Read from the agenda's recorded outcomes. Where the board published minutes, those are the record — this is a pointer to them.

What's on this agenda

The heaviest items are on the public hearing agenda: two quasi-judicial major-subdivision hearings (975 Avent Ferry Road and the Evanston subdivision), a legislative rezoning for a New School Montessori campus, and four voluntary annexation hearings, one of which is being continued to May 19. New Business adds a rezoning decision for a bank on Sunset Lake Road and a design contract award for the Avent Ferry Road festival street.

The consent agenda is long but mostly routine: minutes, monthly budget amendments, the annual zoning map certification, several annexation sufficiency determinations, a stream restoration project, a utility agreement with NCDOT for Sunset Lake Road improvements, and contracts for an asset management plan and the Wake County joint-use library/cultural center agreement. Council opens with proclamations for Nepal Day, Arab American Heritage Month, testicular cancer and autism awareness, and Arbor Day, plus a presentation on the town's 150th anniversary celebration, and closes in closed session.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Council held a quasi-judicial hearing on the 975 Avent Ferry Road major subdivision, then adopted Resolution 26-11 unanimously along with a companion utility allocation request. It did the same for the Evanston major subdivision on Windy Farm Lane, unanimously adopting Resolution 26-14. Council also rezoned 5260 Sunset Lake Road for a bank, unanimously adopting Rezoning Ordinance RZ26-02, after Planning Board split 4-2 on it. The applicant agreed to pay the town $6,500 toward traffic calming on Lassiter Road. Five Lassiter Road residents — Joe Prater, Ali Vulpe, Kimberly Nichols, Anna Jannis and Mounia Madry — used public comment to raise concerns about cut-through traffic, speeding and safety near the bank site. The clerk also logged three written comments, including one on EV-charging prices at Womble Park.

A rezoning for a New School Montessori expansion at 5617 Sunset Lake Road got only a hearing. It goes to Planning Board March 24 and returns to Council April 21. Two Kenmont Drive neighbors, Chad Raymond and Sherry Raymond, testified against it over traffic and sidewalk concerns. Council also annexed 975 Avent Ferry Road (Sam's Xpress Car Wash LLC) and 3020 Avent Ferry Road (Mira Ridge Development) unanimously, and continued the Twin Springs annexation hearing to May 19. It awarded a $432,100 contract to Freese and Nichols for asset-management planning, a $395,777 construction contract for the Middle Creek Stream Restoration, and a contract of up to $500,000 to Bolton & Menk for the Avent Ferry Road Festival Street design. The town manager reported new AA2 and AA utility-fund ratings from Moody's and Standard & Poor's. No closed session was held despite being on the agenda.

How the votes went

Every recorded Council vote was unanimous, including the consent agenda as one block and each hearing and rezoning. Planning Board had split before two of them: 5-1 on the 975 Avent Ferry Road subdivision and 4-2 on the Sunset Lake Road Bank rezoning. Council approved both without dissent. The New School Montessori rezoning got no vote; it returns for a decision April 21. The Twin Springs annexation hearing was continued to May 19.

From the published minutes.
