What's on this agenda
The two biggest items on this Holly Springs Town Council agenda are adoption of the town's Fiscal Year 2026-2027 operating budget and Community Investment Plan, and a semiannual round of text amendments to the town's Unified Development Ordinance (26-UDO-01). The council will also consider a condemnation resolution tied to the Holly Springs Road Central widening project, an ordinance amendment covering solicitation permits, and monthly budget amendments and grant items on the consent agenda.
Other business includes a Flag Day proclamation, an update on transportation investments, and a manager's preview of upcoming development services land use cases. The agenda gives only item titles for most of these, without further detail in the document, and the council closes with a closed session.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
Council members adopted the town's fiscal year 2026-27 operating budget and Community Investment Plan, keeping a property tax rate of 34.35 cents per $100 of valuation, which staff called the lowest of any Wake County municipality. The vote was unanimous, as was a second motion, Council Order 26-02, directing Wake County to levy and collect the tax. The budget raises water and wastewater rates by $11.89 a month and stormwater fees by $1.30 a month for a typical residential customer. Since the manager's recommended budget was presented May 12, the council added Saturday service on the Holly Springs Hopper microtransit program, a Round Up utility bill assistance program, planning for a possible 2027 transportation bond, and $5,000 more for nonprofit grants.
The council also adopted Ordinance 26-07, a semiannual round of Unified Development Ordinance text amendments the Planning Board recommended 8-0, and approved a condemnation resolution and a solicitation-permit ordinance by consent. Four residents spoke during public comment, on proclamation policy, development pressure in the town's extraterritorial jurisdiction, and water supply. The council closed the meeting in closed session on litigation, Town of Holly Springs v. Lamar and NCDOT, before adjourning at 8:50 p.m.
