The board recommended the Sunset Lake Road rezoning 7-0 after a 16-minute meeting. Engineer Andy Petty of Curry Engineering said the plan avoids the floodplain and wetlands along Terrible Creek, holds density to about 2 to 2.15 units an acre, and introduces townhomes built to look like single-family houses. He said a traffic impact analysis is planned and traffic counts were taken in May.

Kimball Sargent, who lives next door at 7155 Sunset Lake Road, raised rush-hour congestion and seasonal ponding on her property. Members asked about turn lanes, the NCDOT driveway permit, and stormwater. The applicant said three stormwater ponds are expected and a no-rise flood study will be required at the subdivision stage. Staff described phased water and sewer allocation and upgrades to the Harnett County wastewater plant and the Terrible Creek facility.

How the votes went

July 20 minutes approved 6-0, Jeff Stevens abstaining. Recommendation to approve REZ-2026-07 (7151 Sunset Lake Road, RA to PUD) carried 7-0, moved by Michelle Peele and seconded by Barbara Marchioni.
