What's on this agenda
Four rezonings, and one of them drew the neighbourhood out. A builder wants to replace a derelict duplex at 417 and 419 Raleigh Street with three detached houses, which needs a rezoning to Town Center Residential, and seven residents came to object to the scale and the ten-foot setbacks.
The board also took a 1950s convenience store that wants to sell fuel, a 27-acre planned unit development on Sunset Lake Road, and a small rezoning on South West Street. It recommends; the town board decides.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The board recommended approval of all four rezonings and adjourned at 7:11 pm. Two of its eight members were absent, and one recused himself from the Raleigh Street case.
The contested one was 417 and 419 Raleigh Street, 0.414 acres from Residential Low Density to Town Center Residential. The applicant's attorney said the existing duplex has asbestos, termite damage and structural problems and is not economically repairable. The zoning would allow four lots; the proposal is three detached houses, each with a two-car garage off a single shared rear alley, cutting two curb cuts on Raleigh Street to one. Offered conditions include a ban on vinyl siding, durable cladding, anti-monotony requirements, glazed front doors and a street tree per lot.
Seven residents spoke. The recurring objection was the front setback dropping from roughly 20 to 30 feet to 10, which several said is out of character with the block. Others raised the loss of mature trees and privacy, stormwater running downhill toward Raleigh Street, on-street parking where residents do not use their garages, and the loss of older, cheaper housing. One resident's survey of 34 nearby homes put their floor-area ratio at 13 to 15 percent and the proposal at more than triple that. Asked directly, the applicant said the houses would run about 3,015 square feet with a mean roof height near 30 feet, and did not offer that as a condition. The board recommended approval 5-0.
The Sampson-Bladen Oil rezoning on Piney Grove Wilbon Road covers 4.591 acres and comes with a land use plan amendment. A convenience store built in the 1950s sits on land zoned Neighborhood Commercial, which does not permit a gas station; the rezoning to General Commercial and the plan change to Suburban Commercial would let it be replaced with a store selling fuel. The site is nearly a mile from public sewer and will stay on septic. Recommended 6-0.
On Sunset Lake Road, M/I Homes asked to move 27.63 acres from conditional Residential Medium Density to a planned unit development at about 1.77 units an acre against 6 allowed, with 42 percent open space against 25 percent required. The existing pond carries a notice of violation as a high-hazard dam and would be removed or drained. One resident objected that Sunset Lake Road cannot carry more traffic. The project did not trigger a full traffic impact analysis; a trip generation letter found none was warranted. Recommended 6-0.
How the votes went
Every recommendation carried without dissent. The May 18 minutes, the 210 South West Street rezoning, the Piney Grove Wilbon Road rezoning and land use plan amendment, the Sunset Lake Road planned unit development and the adjournment all passed 6-0. The Raleigh Street rezoning passed 5-0 after the board voted 5-0 to recuse one member from it.
From the published minutes.
Who spoke
8 members of the public spoke.
- A resident of 26 years opposed cutting front setbacks from about 30 feet to 10, saying it breaks the block's sense of place, and warned that tight rear access would push parking onto Raleigh Street.
- A neighbour said residents of similar nearby homes do not park in their garages, and asked that the rear driveway be sized for two cars side by side; he also raised stormwater, citing a past water main break that flooded his property.
- The immediate neighbour objected that a five-and-a-half-foot side setback would take the light, privacy and mature crape myrtles between the properties, and asked for lower houses and a green buffer.
- A long-time resident said his survey of 34 nearby homes gave a floor-area ratio of 13 to 15 percent against more than triple that for the proposal, and that the plan does not reflect the land use plan's language on neighbourhood character.
- A resident said the houses are too close together and too close to the street, and raised the loss of cheaper older housing for lower-wage workers as it is replaced with higher-priced homes.
- A resident at the corner of Raleigh Street and Parker Drive said nearby redevelopment has already increased runoff across his property and that a continuous band of concrete at the rear would send more downhill.
- A resident said she does not oppose the Town Center Residential district but that 10-foot setbacks are out of character where most homes sit 20 to 30 feet back, and asked for deeper setbacks and designs closer to existing houses.
- A resident of 25 years said Sunset Lake Road already cannot carry its traffic and that promised parkway upgrades never happened, so the development will worsen the commute.
Read from the approved minutes, which are a scanned document rather than searchable text. Seven residents spoke on the Raleigh Street rezoning and one on Sunset Lake Road. Applicants' surveyors and attorneys also spoke and are described by role in the recap. The minutes name every speaker and their address; this site publishes neither.
